4. RECOGNITION – MELISSA JOYCE, FIRE MARSHAL
Approval – Recognition of Firefighters: Robert Stanley, Mike Comer, Tabitha Shelton, Derek Brown, Scott Townsend and Landfill Employee Corey Smith for their Life Saving CPR Efforts at the Rockingham County Landfill on September 11,2023.

5. APPROVAL OF JANUARY 2, 2024 AGENDA

6 CONSENT AGENDA (Consent items as/allows will be adopted with a single motion, second and vote, unless a request/or removal from the Consent Agenda is heard from a Commissioner)

A) Todd Hurst, Tax Administrator
Approval – Tax collection and reconciliation reports for November including refunds for November 15,2023 thru December 12,2023.

B) Lance Metzler, County Manager
Approval – Resolution to concur with a request by the North Carolina Department of Transportation, Division of Highways for addition to the State maintained secondary road system for Starboard Court (0.12 miles) in Belews Landing Subdivision, New Bethel Township.

C) Felissa H. Ferrell, Health and Human Services Director
Approval – New Funding Authorization for the Share the Warmth Program for FY 23-24. Our estimate for the County issued payment portion is 75% of the total allocation of $13,546.31 which is $10,160.00.
D) Amanda Crumpler, Purchasing Agent Approval – Adoption of Resolution declaring one (I) 20 I0 Toro 400 Zero tum mower as surplus and reallocated to Wentworth PTA ball program, 8806 NC 87, Reidsville, NC 27320 for use in Wentworth PTA ball program.

Lance Metzler, County Manager
Approval- Following a Public Hearing on the Abandonment of 0.2 miles of Friddle Road consider approval of an Order for Abandonment from the State maintained secondary road system, 0.2 miles of SR 2339 (Friddle Road) New Bethel Township.

9. Ronnie Tate, Director of Engineering and Public Utilities
A) Approval – Staff to begin negotiations with Mosely Architects for design pricing for a Space Needs Study of County Facilities. Moseley Architects were selected based upon responses to the County Space Needs Study RFQ.

B) Approval – Water and wastewater capacity for Jacob’s Creek Subdivision (Bennett Farm Property). The request is for up to 108,075 gpd for the subdivision. This capacity is for 409 homes. This is for Phases I & 2 to allow for the continuation of construction of homes. This is a change from the Water and Sewer Policy Sections 28.1 and 18.1.

10. Pat Galloway, Finance Director
A) Approval – School Capital Funding Plan for fiscal years 2023-2024 through 2026-2027.

B) Approval – Rockingham County School Board request to fund projects totaling $21,721,364, contingent upon the final financing plan that is developed once timing of the larger, debt-funded, projects are determined. Project includes the FY 2024 Pay-Go Projects of $5,995,000 and the FY 2024 Debt Funded Projects of $15,726,364 (FY 2024 $14,026,364 and FY 2025 $1,700,000).
